This guide for local governments and developers contains proven actions and cost-reduction methods, identified by the U.S. Department of Housing and Urban Development’s Joint Venture for Affordable Housing (JVAH) program, for making land planning and development more affordable.

For local governments who are focused on affordable housing, the guide offers zoning and subdivision ordinance highlights and guidance for expediting administrative and processing procedures. For land developers, the guide provides information on incorporating affordable housing techniques into site planning, streets, parking, sidewalks and walkways, curbs and gutters, storm drainage systems, sanitary sewers, water supply, and utilities/utility easements.

This manual contains a compilation of proven cost-reduction methods of land planning and development, as well as actions local governments can take to encourage more affordable housing. All Not all the techniques included in this guide may not are be applicable in every situation, but most builders developers and local governments will find many ways to lower housing land planning and land development costs.
